According
to a CHAOS report published by the Standish Group, only 16.2%
of all software projects are completed on-time and on budget;
at larger organizations the number dwindles down to 9% of all
IT projects. Of those completed, only 42% deliver the functionality
that had been promised.
Despite the best intentions,
IT projects confront real-world factors. Clearly defined and achievable
